Request for Proposals - Commercial Lease

Office Space - 365B Lake Avenue

Santa Cruz Port District operates Santa Cruz Harbor, and desires to enter into a lease for the tenancy and operation of a business at 365B Lake Avenue, Santa Cruz, CA, and is seeking bids from qualified candidates. The current tenant (Beacon Point Advisors, LLC) is still leasing and operating at the premises and will be submitting a proposal to renew the lease.

The Santa Cruz Port District, an independent special district, is a political subdivision of the State of CA and operates under Sec. 6200 of the CA Harbors and Navigation Code. This lease bid is being conducted under Sec. 72.0 of the CA Harbors and Navigation Code, and Sec. 6066 of the Gov’t Code.

General Leasehold Description:  Approximately 1,770 SF of building space located on Lake Avenue in the south Santa Cruz Harbor area. The lease does not include equipment, fixtures, or furnishings owned by the current tenant.

Term: Negotiable, 3 years minimum

Rent: Minimum desired rent $5,994/month until March 31, 2026, with annual CPI adjustments thereafter.

Qualifications:  Bidder must demonstrate minimum qualifications including not less than five (5) years’ experience as owner/operator of a successful business establishment; history of compliance with all permit requirements; and ability to finance necessary improvements. Selection of the successful bidder will not be based on cost consideration and the highest rental proposal alone. The District will evaluate proposals on the factors described in the Request for Proposals.

Proposal Package: Proposal packets are available for a non-refundable deposit in the amount of $15.00 (plus $10.00 if mailed) at the Santa Cruz Port District office, 135 5th Ave, Santa Cruz, CA 95062, (831) 475-6161.

Proposals Due / Bid Procedure: Proposals are due and will be opened at 2:00 PM, October 14, 2025, at the Santa Cruz Port District office, 135 5th Avenue, Santa Cruz, CA 95062.

Award of Lease: Proposals will be considered by the Santa Cruz Port Commission within approximately 30 days of bid opening. The lease will be awarded, if awarded, to the highest responsible bidder who meets the performance requirements and desired characteristics. The Port District will evaluate qualifications based on bidder’s experience, operational and financial plan, and suitability of establishment within Santa Cruz Harbor.

Right to Reject: Santa Cruz Port Commission reserves the right to reject all bids, and waive any formalities in the bid process.

Approval by CDBW: The lease is subject to the approval of the State of California Department of Boating and Waterways (CDBW).
