Storm Surge Event Recovery Efforts

On December 23, 2024, the Port District was inundated by a series of severe storm surges that resulted in substantial damage to marine infrastructure. Recovery efforts within the harbor remain ongoing. An update on recovery efforts is below:

To date, the Port District has incurred approximately $1.6 million in unanticipated expenses related to the disaster.

Under an emergency declaration, the Port District contracted with Cushman Contracting Corporation (Cushman) for temporary dock repairs to restore berthing at G and X Docks:

  • All 25’ slips on G-Dock have been repaired and are back in service.
  • 24 of the 28 damaged 35’ slips on X-Dock have been repaired and are back in service.
  • 8 of the 18 damaged 45’ slips on G and X-Docks are back in service.

Cushman has completed removal of all identified submerged hazards in the north harbor fairway and berthing areas.

Two independent engineering inspections (including a comprehensive dive inspection) have been conducted on the Port District’s marine infrastructure to assess and identify damage.

A contract in the amount of $556,800 has been executed for the development of plans and specifications for the replacement of G and X Docks (The project will be placed out to bid in Fall 2025).

$553,028 in eligible expenditures has been submitted to CalOES for reimbursement (75% reimbursement rate by CalOES for eligible costs)
